Ireland ranked highly for implementation of European court judgments

Ireland has been highly ranked in a new report for its implementation of judgments of the Court of Justice of the European Union (CJEU) and the European Court of Human Rights (ECtHR).

The report, produced by Democracy Reporting International in collaboration with the European Implementation Network (EIN), highlights the non-implementation of rulings as a “systemic failure of the rule of law in the EU”.

It analyses 382 rulings of the CJEU issued between 1 January 2019 and 1 January 2025, and 650 rulings of the ECtHR.

Ireland was the only EU member state to secure an “excellent” ranking for compliance with CJEU rulings, having fully complied with all 22 rulings issued during the period.

In regards to ECtHR rulings, Ireland was ranked with “good”, with two leading judgments pending implementation as of 1 January 2025, for an average of 12 years and seven months.

The Irish data in the report was collected with assistance from Dr Imelda Maher, professor in European law and director of the Dublin European Institute at University College Dublin, and PhD researcher Stephanie FitzPatrick.
