Holmes appoints Cathal Minihane to lead public sector team

Holmes has appointed Cathal Minihane as a partner in the firm’s public sector unit.
Mr Minihane brings extensive experience advising public bodies and regulatory authorities on all aspects of administrative law, regulatory governance, and public sector decision‑making.
His career spans senior roles both in‑house within the public sector and as a trusted external advisor to governmental and regulatory organisations.
In his new role, Mr Minihane will lead the public sector team as it continues to grow in line with the firm’s broader expansion across Dublin, Limerick and Cork.
