Access to cash legislation approved

Legislation aimed at protecting “access to cash” across the State has been approved by the Oireachtas.

The Finance (Provision of Access to Cash Infrastructure) Bill 2024 will require designated retail banks to meet certain prescribed levels of access to ATMs and cash service points in every region.

Finance minister Paschal Donohoe said: “Cash remains a preferred form of payment and continues to play an important role in our economy.

“The Finance (Provision of Access to Cash Infrastructure) Bill 2024 will put in place a framework that will ensure sufficient and effective access to cash infrastructure is available in the State, and that any further evolution of the cash infrastructure will be managed in a fair, orderly, transparent and equitable manner for all stakeholders.”

Robert Troy, minister of state in the Department of Finance, added: “The publication of the bill was one of the recommendations of the department’s 2022 retail banking review and I am delighted that it has now been passed.

“The bill ensures that cash remains a sustainable and accessible option, protecting people’s ability to participate in society and being mindful of their personal circumstances and preferences.

“This legislation will first and foremost support consumers, but also give piece of mind to retailers and businesses around the country who rely on cash.

“It’s important to thank all those involved who have played a part in introducing this legislation, and I welcome its signing into law.”
