The government has decided, on the recommendation of the justice minister Jim O’Callaghan, to nominate Dr  Síofra O’Leary for appointment as a judge of the Court of Justice of the European Union.

A graduate of University College, Dublin, Dr. O’Leary served as president of the European Court of Human Rights from November 2022 to July 2024, having served as a judge of the European Court of Human Rights since July 2015. Prior to joining the European Court of Human Rights, she worked for almost two decades at the Court of Justice of the European Union in both judicial and administrative capacities.

As set out in the Treaty on the Functioning of the European Union (TFEU), judges of the European Court of Justice are appointed by common accord of the governments of member states for a six-year term. Member states are free to adopt their own domestic process for the nomination of judges of the Court of Justice. The Irish nomination has been made in accordance with the process set out in the Judicial Appointments Commission Act 2024.

The second term of office of Mr. Justice Eugene Regan, Ireland’s current appointee to the Court, will come to an end on 6 October 2027.
