Private member's bill proposes disregard scheme for gay sex convictions

A private member’s bill is seeking to introduce a disregard scheme for historic convictions for consensual sexual activity between men prior to the decriminalisation of homosexuality in 1993.

Sinn Féin TD Aengus Ó Snodaigh yesterday introduced the Disregard of Historic Offences for Consensual Sexual Activity Between Men Bill 2025 to the Dáil with backing from other opposition parties.

A disregard scheme was previously promised by the government in 2023 after it was backed by a working group, though legislation has yet to be brought forward.

The private member’s bill has been co-signed by TDs on behalf of the Labour Party, the Social Democrats, People Before Profit and the Green Party, as well as by independent TD Catherine Connolly.

Mr Ó Snodaigh told TDs: “As Dublin marked Pride this weekend, LGBT+ people faced slurry in Ballymena, bans in Budapest and shootings in New York.

“We think of them as we work to undo the past criminalisation of consensual gay sex in this State with this disregard bill, one of the 95 recommendations of the working group’s report.”

He added: “I would love if the Government also adopted this legislation as quickly as possible.”
