Senior Manager of Advocacy & Public Affairs
This senior role is responsible for leading the organisation’s public affairs agenda to influence national decision-making and improve outcomes for people experiencing homelessness. It is a strategic position focused on shaping policy, building strong relationships with Government Departments, elected representatives, and key stakeholders, and ensuring the organisation’s voice is credible, evidence-based, and impactful.
Reporting to the Director of Advocacy & Compliance, the successful candidate will lead the research and policy functions while working closely with the Senior Management Team. They will oversee the development and delivery of advocacy strategies, research programmes, and annual work plans aligned with organisational objectives.
Key responsibilities include driving the advocacy and public affairs strategy, building and maintaining relationships with political stakeholders such as Oireachtas members and government officials, and influencing policy developments and legislative priorities. The role also involves representing the organisation at national forums and preparing high-level briefings, submissions, and position papers for government and consultative processes.
In the area of policy and research, the role requires developing evidence-based policy documents, synthesising data and frontline insights, and ensuring consistency and accuracy in organisational positions. The candidate will coordinate research initiatives on sector priorities and manage internal collaboration across services, research, and communications teams.
Stakeholder engagement is central to the role, with responsibility for managing relationships across Government Departments, local authorities, NGOs, academic institutions, and national networks. The role also includes acting as a credible spokesperson, providing expert commentary when required.
Working closely with the Communications team, the candidate will support advocacy campaigns, messaging, and public engagement initiatives, as well as contribute to media responses and public communications.
The role includes leadership and management responsibilities, including overseeing a small team, managing performance, and ensuring effective use of resources. The successful candidate will also provide strategic advice, political insight, and risk analysis to senior leadership, including the CEO and Board.
The ideal candidate will have significant experience in advocacy, public affairs, or policy development in Ireland, including at least five years in a management role. They will have a strong understanding of the Irish political system, proven experience influencing senior stakeholders, and excellent communication and analytical skills. A commitment to social justice, strong integrity, and the ability to work in a fast-paced, complex environment are essential.
