Smartphone messaging provisions dropped from Road Traffic Bill

Transport Minister Paschal Donohoe has scrapped provisions of the new Road Traffic Bill which would have criminalised the use of smartphone messaging apps while driving.

It is already an offence for motorists to send text messages or hold a mobile phone while driving.

However, the Department of Transport said new road traffic legislation would update the law to include new modes of smartphone communication.

A provision intended to criminalise drivers who use messaging apps like WhatsApp, Facebook Messenger and Viber while driving has been dropped due to time constraints brought on by the coming election.

A spokesperson for Mr Donoehoe said the issue would have to be revisited after the election.

The Road Traffic Bill will focus on drug driving, mutual recognition of driver disqualification with the UK, and the introduction of a 20km speed limit in certain areas.
