Sir Patrick Coghlin appointed as independent assessor of PSNI recruitment vetting

Sir Patrick Coghlin, a retired Lord Justice of Appeal, has been appointed as the independent assessor of PSNI recruitment vetting.

Justice Minister Claire Sugden announced the appointment today, saying: “I am delighted that Sir Patrick has agreed to take up the role as Independent Assessor of PSNI Recruitment Vetting, which pays a key part in the police recruitment process.

“The founding legislation requires an individual with a judicial background for the appointment of the Independent Assessor and I am confident that Sir Patrick brings a wealth of skills and experience to this important role.

“In accordance with my statutory duty, I have consulted the Northern Ireland Policing Board and I am pleased that they share my view that Sir Patrick should be appointed to this office.”

The independent assessor is responsible for reviewing a decision taken by the vetting panel that a candidate is unsuitable for appointment to the PSNI if the candidate appeals the decision.

The appointment for a term of four years, will take effect from 1 November 2016. Sir Patrick replaces Sir Anthony Campbell who will be stepping down from the position after his second term as independent assessor expires on 31 October 2016.

Ms Sugden said: “Sir Anthony has made a tremendous contribution to the procedure for candidates to appeal the decision of the Chief Constable’s vetting panel. I would like to thank him for his service and wish him well for the future.”
