Injuries Resolution Board sets out new strategic plan

The Injuries Resolution Board has launched its new strategic plan for 2025 to 2029, setting out its vision during a time of global and economic uncertainty.

The strategy sets out the Board’s vision to “be at the forefront of personal injuries resolution, offering innovative and accessible pathways to claims resolution that benefit everyone involved, while delivering for society”.

It sets out five goals: “to grow trust in our services, increase their use, expand how we resolve claims, lead with data and research, and continuously innovate for our customers”.

Speaking at a launch event yesterday, enterprise, tourism and employment minister Peter Burke said the new strategic plan is”ambitious, and seeks to enhance the work of the Board to deliver an even greater service for claimants, respondents and society as a whole”.

“Since establishment, the Injuries Resolution Board has consistently demonstrated its commitment to a non-adversarial approach to claims resolution and the wider insurance reform agenda,” he said.

“By delivering a fair, prompt, and cost-effective outcomes for personal injury claims the Injuries Resolution Board contributes strongly to the objectives of the new Action Plan on Competitiveness and Productivity.

“In 2024 alone, €76 million was saved through the work of the Injuries Resolution Board in the avoidance of legal costs associated with litigation.”

Robert Troy, minister of state with responsibility for financial services, credit unions and insurance, said: “The work of the Injuries Resolution Board has been essential in providing fair compensation for injures, and recent reforms which I led during my time in the Department of Enterprise are having a positive impact.

“There is more to do, and the Injuries Resolution Board’s new Plan signals that ambition in line with what I have set out in the Action Plan for Insurance Reform.

“Pursuing a claim through the Injuries Resolution Board remains the fastest and most cost-effective measure for consumers, and ongoing awareness of this plays an important part in our ambition to lower insurance premiums.”

Injuries Resolution Board CEO Rosalind Carroll said: “When we resolve a personal injury claim, we impact positively on all those involved in that claim, providing a non-adversarial, less stressful, resolution in a shorter timeframe, and at less cost.

“We want our impact to be even greater in the years ahead, and that’s what this strategy is about.

“It seeks to commits us to building trust, delivering innovation, and ensuring that individuals, businesses and communities alike benefit from a personal injuries system that is modern, efficient and compassionate.” 

Tom Coughlan, chairperson of the Injuries Resolution Board, added: “This strategy represents the next stage in our evolution, it builds on over two decades of impact already delivered.

“It is also reflective of the fact that there is more still to do in the personal injuries’ environment in Ireland, and that the Injuries Resolution Board can, should, and has the expertise to be a central part of the solutions to the issues.

“I would like to thank everyone who contributed to this Strategy, your input has been extremely valuable and by working together we can drive great change and deliver real impact.”
