Bill proposes statutory timelines and advance payments for compulsory purchases

Legislation proposing to reform the compulsory purchase order (CPO) system has been introduced to the Dáil by a Fine Gael TD.

The Compulsory Purchase Order Bill 2025, introduced by Dublin Bay South TD James Geoghegan, would seek to improve the CPO process with the introduction of statutory timelines and a right to an advance payment.

“It is wrong that such an important process is made unclear and often unviable because we are still governed by laws introduced by our old colonial masters,” he told TDs yesterday.

He said the “hodgepodge of about 70 statutes” which currently govern State acquisition of land “have long outlived their context and frustrate all stakeholders”.

The government did not oppose the bill at first stage and it will now be debated in private members’ time.
