Bar Council expresses 'frustration' over legal services reform delays

The Bar Council of Ireland has expressed its “growing frustration” with the slow pace at which parts of the Legal Services Regulation Act are being brought into force, the Irish Independent reports.

In a written submission to the Legal Services Regulatory Authority (LSRA), the barristers’ regulatory body said delays in implementing the proposed new system for settling costs disputes was causing “uncertainty for clients and lawyers alike”.

Under the Act, the existing Office of the Taxing Master will be replaced with a new Office of the Legal Costs Adjudicator (OCLA), which will publish an online register of decisions.

The Department of Justice has said the new system, originally planned for Q3 2018, will not function until next year.

A spokesperson for the Department added: “A good deal of complexity is emerging in areas such as ICT, recruitment matters and other areas as the project is progressing.”
