The five-member Trinidad police department came under scrutiny after resident Jennifer Combs was arrested over a Facebook post alleging residents had been hospitalised by bacteria in the city’s water. The charges were later dropped.

The Texas Commission on Law Enforcement said the department also lacked essential resources, including bulletproof vests and an evidence room. Its duties will be transferred to the Henderson County Sheriff’s Office.

The city’s water supply has long been criticised for discolouration. A separate investigation found equipment design problems that may have prevented effective water circulation, while Trinidad failed to conduct required sampling.

Mayor Dennis Haws said the council would consider appealing the decision.
