Elmos and other costumed characters who work for tips in New York City’s Times Square could have their movements restricted later this year after the city council approved a law forcing them to stay in designated zones.

The law, which must also be signed by mayor Bill de Blasio, was passed following complaints from scared tourists about aggressive behaviour from numerous Spidermen, Elmos and other characters who solicit tips while posing for photos.

But the workers claim the bill treats them unfairly.

Keith Albahae, a Joker, told a hearing recently that he and his colleagues “do not harass people or block traffic” and that some tourists complain when they realise they are meant to tip the mascots.

At least 16 workers have been charged with crimes since January, including assault, forcible touching, aggressive soliciting and grand larceny. There were 15 arrests in 2015.
